The Creator of our Universe created the design technique of stairs. I assume he would create heavenly stairs in the same way!
Example: to build stairs measure the distance from the Sun to the next planet and then divide by 2 and then divide the step size to get the stair size. Now find the next stair based on that distance! I would not waste time on the same stair"planet" like NASA, Russia, and China do! I would go from stair "planet" to stair"planet" to reach the top "Heaven!"
From smallest to largest, the planets are: Mercury Mars Venus Earth Neptune Uranus Neptune Saturn Jupiter. However, if you are at the bottom of the stairs the 1st step will look the biggest! So Mercury would be the closest planet to Heaven or the next Universe or the Sun! So Jupiter would be the 1st step.
So if the math is right then you would take the distance from Sun to mercury for your stair size and get 36.0 miles and then you would take the distance from the Sun to Pluto which is 3666.1 miles and divide by 2 to get 1833.5 miles and then divide by 36.0 miles = 5o. 93miles. You would also need to account for a landing and risers. Maybe Earth is a landing although Saturn would make a nice one.
I think I would travel Jupiter to Mercury and take steps every 50.93 miles and consider Earth or Jupiter as a landing.
So, From Mercury to the Sun is 36 miles divided by 2 = 18 so you have two 18 mile stairways, and you need a landing. I would take a mile from each stairway and make a 2 mile landing, yeah "I would call that the 2 mile run" which makes each stairway 17 miles. 17 mile stairway a 2 mile landing and another 17 mile stairway.
I would also consider from the biggest planet to the smallest taking the distance between each one and divide by 2 use the same stair step size and a 2 mile landing. Get it? And use the song 369 the goose drank wine the monkey chewed tobacco on the street car line, the line broke the monkey chocked and we all went to heaven in a little row boat. Clap! Clap!

I would also consider the fact that each planet may be a landing. and the 99 moons could be a rising " The moon's a rising". I would still start with Jupiter "largest" to Mercury "smallest" and measure the distance between each landing and use the DIY Network calculations!
Yes, you need a lot of power to travel planet to planet. I would use spacecraft that had multiple gas tanks so that you could use gas from the planets to refuel with cold fusion like the song says "I'm leaving on a JET plane" and heat fusion because "Some like it hot." Since there is only 55 degrees between freezing and boiling I would have multiple spacewear to accomodate the temperature differences.
